Co-Founder, Chief Operating Officer

April Ray Morris is the Co-Founder of The Blue Heart Foundation and wife of the late Tracy Morris, Founder and visionary leader of the organization. With a deep commitment to empowering underserved African American male youth, April has played a pivotal role in advancing the foundation’s mission.

In addition to her leadership at Blue Heart, April brings 29 years of experience in the finance industry, where she developed a sharp eye for strategy, sustainability, and long-term planning—skills that have helped shape Blue Heart’s operational strength and financial vision. She is also a seasoned entrepreneur with over a decade of experience in digital marketing, brand consulting, and web design. Her expertise in building impactful brands and creating strategic digital experiences has elevated Blue Heart’s visibility, voice, and ability to connect with the community in meaningful ways.

April firmly believes that Blue Heart exists to build Kings—well-rounded, emotionally healthy, strong, educated, confident, and successful young Black men. As a driving force behind key initiatives, and through her leadership and unwavering dedication, she continues to honor Tracy’s legacy by fostering impactful programs that equip young men with the tools they need to succeed and inspire lasting change in their communities.

Tammy T. Blevins

Executive Director| Program and Events Director

Tammy T. Blevins is a dedicated higher education professional with over 19 years of experience, currently serving at San Diego State University (SDSU). For 17 years, she worked at UC San Diego, where she made significant contributions, notably establishing the Faculty and Staff Giving (FASG) program. Tammy has been actively involved in numerous committees and councils, including the EDI Accountability Council, EDI Advocates and Influencers, and the Staff Association Executive Board.

Her deep commitment to enhancing the Black community is evidenced by her nine years of service with the Black Staff Association (BSA), where she held various positions and was elected Chair from 2019 to 2022. Following the passing of founder Tracy Morris in 2022, Tammy stepped up into the role of Director of Programs and Events, overseeing workshops and coordinating and executing signature events such as the Christmas Breakfast and Community Service Awards, and the annual Signing Day event.
